Sistem pemerintahan

SISTEM PEMERINTAHAN
Sistem pemerintahan adalah suatu keseluruhan/kebulatan dari berbagai komponen pemerintahan, yaitu legeslatif, eksekutif, dan yudikatif yang saling berhubungan dan mengikuti pola,tata kerja dan norma tertentu untuk mencapai tujuan penyelenggaraan bernegara.
Jenis sistem pemerintahan:
1.    Sistem pemerintahan presidensial
       Yaitu suatusisitem pemerintahan dimana kekuasaan negara berpusat pada                  presiden.kedudukan Kepala Negara dan Kepala Pemerintahan diorganisasi dalam suatu kekuasaan yakni presiden.

Ciri cirinya:

1. Presiden memiliki kekuasaan yang luas yaitu sebagai kepala negara dan kepala  pemerintahan.
2. Masa jabatan presiden tertentu di batasi.
3. Presiden dan wakil presiden.
4. Presiden dan wakil Presiden tidak tunduk kepala parlemen, dan tidak dapat membubarkan parlemen serta parlemen tidak dapat menjatuhkan presiden/wakil presiden.
5. Presiden/wakil presiden bisa diberhentikan dalam masa jabatannya (pemakzulan) karena alasan hukum.
6. Tanggung jawab pemerintah ada pada presiden.
7. Menteri adalah pembantu Presiden,diangkat dan di berhentikan oleh presiden.
8. Menteri tdak bertanggung jawab kepada parlemen.

KELEBIHAN SISTEM PEMERINTAHAN PRESIDENSIAL:

1.   Kedudukan badan eksekutif lebih mantap dan stabil.
2.   lama masa jabatan eksekutif lebih jelas dan dalam jangka waktu tertentu.
3.   Penyusunan program kerja kabinet disesuaikan dengan jangka waktu sama             jabatannya.
4.    Legislatif bukan tempat kaderisasi untuk jabatan-jabatan eksekutif.

KELEMAHAN SISTEM PEMERINTAHAN PARLEMENTER:

1. Sistem pertanggung jawaban presiden kurang jelas.
2. Kekusaan eksekutif diluar pengawasan langsung legislatif, sehingga dapat   menciptakan kekuasaan mutlak.
3. Pembuatan keputusan/kebijakan publik padaumumnya hasil tawar menawar  antara   eksekutif dan legislatif, sehingga memerlukan waktu yang lama.

2. Sistem pemerintahan parlementer

Yaitu suatu sistem dimana parlementer memiliki peranan penting dalam pemerintahan, karena Parlemen memeiliki wewenang dalam mengangkat dan menjatuhkan pemerinta.

Ciri-cirinya:

1. Kepala negara berfungsi simboli,dan tidak dapat di ganggu gugat oleh legislatif.
2. Kepala pemerintahan adalah Perdana menteri yang dipilih/diangkat oleh       parlementer.
3.  Anggota kabinet seluruhnya atau sebagian adalah dipilih oleh parlemen.
4. Perdana menteri bersamkabinetnya harus mendapat persetujuan parlemen, dan     apabila melakukan penyimpangan terhadap program, maka parlemen dapat         menjatuhkan kabinet dengan menyatakan mosi tidak percaya dengan             pemerintah.
5. Kepala negara dengan saran Perdana Menteri dapat membubarkan parlemen         dan  memerintahkan pemilihan umum.
6. Kepala negara dengan saran Perdana Menteri dapat membubarkan parlmen dan         memerintahkan pemilihan umum.

Kelebihan sisitem pemerintah parlementer.

1. Sistem pertanggung jawaban dalampembuatan dan pelaksanaan kebijakan             publik jelas transparan.
2. Adanya pengawasa yang kuat dari parlemen terhadap kabinet,sehingga kabinet      harus berhati-hati dalam menjalankan pemerintahan.
3. Pembuatan kebijakan dapat di tangani secara tuntas, karena mudah terjadi           penyesuaian pendapat antara eksekutif dan legislatif.

Kelemahan sistem pemerintahan parlementer.

1. Kedudukan badan eksekutif/kabinet sangat tergantung kepada dukungan dan     kepercayaan parlemen.
2. Masa jabatan eksekutif/kabinet tidak bisa ditentukan berakhirnya, sesuai dengan     masa jabatannya.
3. Parlemen menjadi tempat kaderisasiuntuk jabatan-jabatan eksekutif.
4. Dapat terjadi, kabinet cenderung mengendalikan palemen.
